There is very little housing inside the boundary. The footprint is tourism, dining, and history, and the value of the place is to the wider central city rather than to anyone living within it. It serves the nearby neighborhoods as a riverfront and cultural anchor, freshly reconnected to downtown by the rebuilt waterfront and the new pedestrian links over the old freeway that long walled it off.
