Mountain View Staff Sign Off on 216 Gamel Way Condos

Mountain View’s Community Development Director approved 216 condos on Gamel Way with 29 affordable units, and the sale of the street itself is still waiting on the City Council.

Christian Murdock, Mountain View’s Community Development Director, approved 216 condominiums at 1919-1945 Gamel Way and 574-584 Escuela Avenue, according to a Notice of Exemption the city posted to the state’s CEQA database on September 9, 2026. The exemption notice, signed September 8, lists September 2 as the approval date. As a builder’s remedy project, it went through staff review rather than a City Council vote.

It is the same seven-story builder’s remedy project we covered in August, with two changes. The affordable share is now 13 percent, or 29 units instead of 44, and the council hearing on selling Gamel Way, expected September 8, was not on that night’s agenda.

How 44 affordable condos became 29

The two figures in our August post, 44 below-market-rate units and 20 percent affordable, were one commitment counted two ways, since 20 percent of 216 rounds up to 44. That version included 29 replacement condos for the current tenants, the Mountain View Voice reported in July. The new total of 29 matches the replacement count by itself.

On August 28 the developer, DeNardi Wang Homes, emailed the city to lower the count to 29, or 13.4 percent, citing high interest rates and construction costs, according to the Voice’s September 4 story. AB 1893, the 2024 state law that rewrote the builder’s remedy, lowered the affordable floor for these projects from 20 percent to 13 percent, the Voice reported.

How staff review works for builder’s remedy projects

Builder’s remedy projects in Mountain View get streamlined administrative review, and the council sees one only on appeal, which can be filed within 10 calendar days of the applicant’s notification, the Voice reported. The exemption notice cites Section 36.44.75 of the City Code for the director’s approval.

The builder’s remedy, part of the state Housing Accountability Act, lets a qualifying project proceed outside local zoning rules when a city misses its housing element certification deadline, the Voice explained. The developer refiled here as a seven-story project in 2023 after Mountain View missed that deadline. The previous version, four stories and 121 units, won a unanimous council vote in 2021.

At the September 2 hearing, more than a dozen residents spoke against the project, citing traffic and safety near the schools. Murdock said he wanted more time with the comments before the state’s September 8 deadline for the city to act.

What the AB 130 exemption covers

Public Resources Code 21080.66 is the infill housing exemption from the California Environmental Quality Act that AB 130 created when it was signed on June 30, 2025. It covers housing on sites up to 20 acres, or 5 acres for builder’s remedy projects, that pass density, site and historic-building tests, according to a summary by the law firm Cox Castle. The Gamel Way site is 2.31 acres.

Filing the notice also shortens the window to sue. It starts a 35-day clock instead of the usual 180 days, according to the state’s CEQA overview, which sets the CEQA challenge deadline here at October 14, 2026.

The Gamel Way street sale did not come up on September 8

The council’s September 8 meeting listed 24 items, none about Gamel Way, and the posted action minutes record no vote on the street. The council voted in June to state its intent to vacate the cul-de-sac, and the July coverage expected the final vote on September 8.

On September 4 the Voice reported that Murdock did not say when the sale vote would happen and that the sale terms are not public. The last price on record is $4.8 million, from the 2021 agreement for the smaller project.

The neighborhood across Escuela Avenue from two schools

The site sits in San Antonio - Rengstorff - del Medio, the west-side Mountain View neighborhood that runs from San Antonio Center past Rengstorff Park. It scores 3.6 out of 5 overall on Houseberry, sixth among the city’s eight ranked neighborhoods as of September 2026.

Its school score of 4.6 ties two other neighborhoods behind Miramonte-Springer’s 4.8, and its safety score of 2.6 is the lowest in Mountain View. The Voice places Castro and Mistral elementary schools directly across the street from the site.

Our median for the neighborhood was $2.58 million in August 2026, below the citywide median of $2.92 million in July. The neighborhood’s monthly median has ranged from $1.71 million to $2.58 million over the past 12 months.

What is still open on Gamel Way

The street sale still needs a council vote, and the project still needs demolition and building permits. No demolition or tenant move-out date has been reported. Our August look at the Gamel Way relocation math covers what the remaining households are owed.

The council’s next scheduled meeting is September 22, and its agenda had not been posted as of September 10.
